Osun Transition Bill scales through second reading

Ahead of the November handover of power by the All Progressives Congress (APC) led government in Osun State, a bill to streamline the transmission of power from a democratically elected governor to another, passed first reading at the State of Osun House of Assembly on Monday.

The bill, which was tagged: ‘State of Osun Transition Bill 2022″, and presented by the House Speaker, Timothy Owoeye as a private member bill, will if passed, signal the commencement of handover of power from the APC to the Peoples Democratic Party (PDP).

The Bill, which also passed through its second reading on Monday, is aimed at a seamless transition from one government to the other come November 27, 2022, when the State will have the Governor-elect, Senator Ademola Adeleke at the helm of affairs of the State.

Speaking at the presentation of the bill, Owoeye held that when passed into law, the bill will allow for a comprehensive and practical arrangement to regulate, in accordance with the law, the transfer of political power following an election to the office of the Governor.

According to him, “the bill when passed into law will ensure the provision of daily state of the state briefing for the person elected as Governor during the period before the assumption of the office by the person elected as Governor.

“It will also ensure that salaries, allowances, facilities, privileges and the retiring benefits or awards as determined by the Public Service Rules which are due to the holders of respective political offices are paid or accorded to those persons without undue delay and to undertake any other function which will enable the team to achieve the object of this bill.

“For the purposes of this Bill, the Team shall first meet not later than 14 days after the declaration of the result of the gubernatorial election.

“The decision of the team shall be arrived at by consensus, but where the members fail to agree on an issue, it shall be referred to the Advisory Council for the expedition determinations of the issue.”

The bill which also made provisions for delivering of handing over notes, added that, “The office of the Governor shall prepare a set of comprehensive handing over notes covering the Team of the office of the Governor.”

Recall that the July 16, Osun 2022 gubernatorial election was won by Ademola Adeleke of the PDP.

Adeleke was declared winner by Professor Oluwatoyin Temitayo Ogundipe, the Independent National Electoral Commission (INEC) Returning Officer, after he polled 403,371 as against the 375,027 votes by Governor Adegboyega Oyetola of the APC.

The governor, who has not acknowledged the outcome of the election, initially called on his supporters to remain calm.

While taking cognisance of the result of the election as announced by INEC, Governor Oyetola added that it would respond appropriately as he and the APC were still studying the result.

The electoral umpire, INEC has since presented the Certificate Of Return as Osun State Governor-Elect to Ademola Adeleke.
